Nous avions bien rec\u0327u les convocations, ainsi que l\u2019ordre du jour.<\/p>\n<p>Un pre\u0301ce\u0300dent CTS avait e\u0301te\u0301 planifie\u0301 fin septembre, mais boycotte\u0301 par le Bureau Local FO, il avait e\u0301te\u0301 reporte\u0301 au 19 octobre, sans rien donner de probant (le proce\u0300s-verbal fait a\u0300 peine plus d\u2019une page, et bienheureux serait celui avec la capacite\u0301 d\u2019en retirer quelque chose de concret ou de factuel &#8230;)<\/p>\n<p>Ce 8 novembre marque une nouvelle e\u0301tape dans le me\u0301pris avec lequel le Chef d\u2019e\u0301tablissement traite le dialogue social, et son irrespect des re\u0300gles et institutions.<\/p>\n<p>En effet, seul le sie\u0300ge UFAP e\u0301tait occupe\u0301 ce jour-la\u0300. Quand les agents lui ont fait remarque\u0301 que le quorum n\u2019e\u0301tait pas atteint, le Directeur a, par magie, de\u0301cide\u0301 de transformer ce CTS en re\u0301union de travail. Lorsque qu\u2019une modification de la charte des temps des officiers a e\u0301te\u0301 e\u0301voque\u0301, il a e\u0301te\u0301 proce\u0301de\u0301 a\u0300 un vote pour valider les changements re\u0301clame\u0301s parl\u2019administration. Interloque\u0301s par le proce\u0301de\u0301, les repre\u0301sentants UFAP ont malgre\u0301 tout vote\u0301 &#8230;<\/p>\n<p>Quelques jours plus tard, un proce\u0300s-verbal de cette re\u0301union a e\u0301te\u0301 envoye\u0301 par mail a\u0300 tous les agents de l\u2019e\u0301tablissement. Et la\u0300, suite a\u0300 un nouveau tour de passe-passe digne d\u2019un grand prestidigitateur, on constate que le groupe de travail est redevenu un CTS en bonne et due forme.<\/p>\n<p>Sauf que la forme, justement, elle ne passe pas. <strong><span style=\"color: #ff2600;\">Le Bureau Local FORCE OUVRIERE<\/span><\/strong> de\u0301nonce fermement ce genre de magouille, ce me\u0301pris, a\u0300 peine voile\u0301, du dialogue social et des instances essentielles au bon fonctionnement des e\u0301tablissements.<\/p>\n<p>Les irre\u0301gularite\u0301s sont nombreuses :<\/p>\n<ul>\n<li><strong><span style=\"color: #ff2600;\">Non-respect du quorum<\/span><\/strong><\/li>\n<li><strong><span style=\"color: #ff2600;\">Non-respect de la repre\u0301sentativite\u0301 e\u0301lectorale (les syndicats\u00a0SPS et CGT n\u2019ont, jusqu\u2019a\u0300 preuve du contraire, pas de sie\u0300ge en CTS)<\/span><\/strong><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"page\" title=\"Page 2\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<ul>\n<li><strong><span style=\"color: #ff2600;\">Non-respect du proce\u0300s-verbal de de\u0301signation des membres (l\u2019UFAP e\u0301tait repre\u0301sente\u0301 par au moins un agent qui n\u2019avait pas e\u0301te\u0301 de\u0301signe\u0301 officiellement)<\/span><\/strong><\/li>\n<li><strong><span style=\"color: #ff2600;\">Non-respect du processus d\u2019approbation du proce\u0300s-verbal (qui doit e\u0302tre approuve\u0301 lors du CTS suivant avant diffusion ge\u0301ne\u0301ral, article 20 du re\u0300glement inte\u0301rieur)<\/span><\/strong><\/li>\n<\/ul>\n<p style=\"text-align: center;\"><strong>JUSQU A QUAND LA DISP STRASBOURG VA-T- ELLE LAISSER PASSER DE TELS AGISSEMENTS ?<\/strong><\/p>\n<p>Au-dela\u0300 de la forme, qui est tre\u0300s re\u0301ve\u0301latrice de la fac\u0327on dont les agents chalonnais sont traite\u0301s et conside\u0301re\u0301s, le fond interpelle plus encore&#8230;<\/p>\n<p>En effet, aucune validation des services 2023 ou des ACT 2022, aucune question diverse, cet ersatz de CTS a uniquement de\u0301bouche\u0301 sur la cre\u0301ation d\u2019un futur groupe de travail sur le service &#8230;<\/p>\n<p style=\"text-align: center;\"><strong style=\"color: #ff2600;\">LE GROUPE DE TRAVAIL 2022 N\u2019A DONNE AUCUN RESULTAT ?<\/strong><\/p>\n<p style=\"text-align: center;\"><strong>AUCUN PROBLEME, ON RECOMMENCE EN 2023 !<\/strong><\/p>\n<p>Cette fois ci, le challenge sera encore plus releve\u0301, car avec quelques de\u0301parts en retraite supple\u0301mentaires, il y aura encore moins de personnels a\u0300 disposition.<\/p>\n<p>La grande nouveaute\u0301 sera d\u2019inclure un agent par e\u0301quipe lors de ces re\u0301unions.
