Au-del\u00e0 de sa longueur, c\u2019est surtout son contenu qui nous interroge.<\/p>\n<p><strong><span style=\"color: #e30613;\">FO Justice SPIP de Guadeloupe<\/span><\/strong> s\u2019interroge notamment sur la place accord\u00e9e, dans une r\u00e9ponse institutionnelle, aux dispositions personnelles prises par l\u2019agente et aux frais \u00e9ventuellement engag\u00e9s.<\/p>\n<p>Ces \u00e9l\u00e9ments n\u2019ont pas vocation \u00e0 devenir des crit\u00e8res permettant de d\u00e9terminer l\u2019acc\u00e8s ou non \u00e0 une formation.<\/p>\n<div style=\"background-color: #fff5f5; border-left: 6px solid #e30613; padding: 18px 22px; margin: 22px 0; font-size: 18px; font-weight: bold;\">Faudrait-il donc avoir d\u00e9j\u00e0 engag\u00e9 des frais pour qu\u2019une d\u00e9cision soit r\u00e9examin\u00e9e ?<\/div>\n<p><strong>Une d\u00e9cision administrative doit reposer sur des crit\u00e8res professionnels, organisationnels et budg\u00e9taires clairs, objectifs et connus de tous.<\/strong><\/p>\n<p><!-- SITUATION INDIVIDUELLE --><\/p>\n<div style=\"color: #e30613; text-align: center; font-size: 20px; font-weight: 900; line-height: 1.35; margin: 35px 0 20px 0; padding: 12px 10px; border-top: 3px solid #e30613; border-bottom: 3px solid #e30613;\">UNE SITUATION INDIVIDUELLE ? NON ! C\u2019EST UNE QUESTION QUI CONCERNE TOUS LES AGENTS<\/div>\n<p>Cette situation ne doit pas \u00eatre r\u00e9duite aux seules contraintes des \u00celes du Nord. L\u2019acc\u00e8s \u00e0 la formation professionnelle concerne l\u2019ensemble des agents du SPIP Guadeloupe et des \u00celes du Nord. Les contraintes budg\u00e9taires existent. Elles ne peuvent cependant conduire \u00e0 des d\u00e9cisions dont les crit\u00e8res apparaissent au gr\u00e9 des situations.<\/p>\n<p>L\u2019\u00e9quit\u00e9, ce n\u2019est pas trouver une solution au cas par cas lorsqu\u2019une difficult\u00e9 appara\u00eet.<\/p>\n<p><!-- R\u00d4LES --><\/p>\n<div style=\"background-color: #173f73; color: #ffffff; text-align: center; padding: 13px 20px; font-size: 20px; font-weight: 900; margin: 35px 0 22px 0;\">CHACUN SON R\u00d4LE\u2026 ENCORE FAUT-IL SAVOIR QUI FAIT QUOI !<\/div>\n<p>La r\u00e9ponse apport\u00e9e \u00e9voque \u00e9galement la recherche de solutions locales, le regroupement des besoins ou encore la possibilit\u00e9 d\u2019organiser des formations sur place. Mais des services p\u00e9nitentiaires comp\u00e9tents en mati\u00e8re de formation professionnelle existent.<\/p>\n<p><strong><span style=\"color: #e30613;\">FO Justice SPIP de Guadeloupe<\/span><\/strong> demande donc que le r\u00f4le de chacun soit clairement identifi\u00e9 et respect\u00e9, sans confusion ni substitution entre les diff\u00e9rents acteurs.<\/p>\n<p><!-- QUESTIONS --><\/p>\n<div style=\"background-color: #f4f7fb; border-left: 6px solid #315b93; padding: 20px 25px; margin: 25px 0; font-weight: bold;\">\n<p style=\"margin: 7px 0;\">\u2022 Qui organise ?<\/p>\n<p style=\"margin: 7px 0;\">\u2022 Qui valide ?<\/p>\n<p style=\"margin: 7px 0;\">\u2022 Qui finance ?<\/p>\n<p style=\"margin: 7px 0;\">\u2022 Qui peut revenir sur une validation ?<\/p>\n<p style=\"margin: 7px 0;\">\u2022 Et selon quels crit\u00e8res ?<\/p>\n<\/div>\n<p><strong>L\u00e0 encore, les agents ont surtout besoin de r\u00e8gles lisibles.<\/strong><\/p>\n<p><!-- DIRECTION DU SPIP --><\/p>\n<div style=\"color: #e30613; font-size: 21px; font-weight: 900; margin: 35px 0 20px 0; padding-bottom: 8px; border-bottom: 3px solid #173f73;\">\u00ab LA DIRECTION DU SPIP \u00bb \u2026 MAIS QUI PARLE ?<\/div>\n<p><strong><span style=\"color: #e30613;\">FO Justice SPIP de Guadeloupe<\/span><\/strong> s\u2019interroge \u00e9galement sur une pratique devenue r\u00e9currente : des courriels, instructions ou communications officielles sign\u00e9s simplement \u00ab La Direction du SPIP Guadeloupe \u00bb.<\/p>\n<p><strong>Une direction est une organisation. Ce n\u2019est pas une personne !<\/strong> Lorsqu\u2019une d\u00e9cision est prise, une instruction donn\u00e9e ou une r\u00e9ponse officielle adress\u00e9e aux personnels, son auteur et la personne qui en assume la responsabilit\u00e9 doivent pouvoir \u00eatre clairement identifi\u00e9s. <strong>La transparence commence aussi par l\u00e0.<\/strong><\/p>\n<p><!-- DIALOGUE SOCIAL --><\/p>\n<div style=\"color: #e30613; font-size: 21px; font-weight: 900; margin: 35px 0 20px 0; padding-bottom: 8px; border-bottom: 3px solid #173f73;\">ET LE DIALOGUE SOCIAL ?<\/div>\n<p>La r\u00e9ponse revient \u00e9galement sur le fait qu\u2019une organisation syndicale ait \u00e9t\u00e9 saisie alors que certaines d\u00e9marches \u00e9taient encore en cours.<\/p>\n<p><strong><span style=\"color: #e30613;\">FO Justice SPIP de Guadeloupe<\/span><\/strong> rappelle simplement qu\u2019un agent est libre de solliciter ses repr\u00e9sentants quand il le souhaite.
