{"id":39251,"date":"2025-10-29T12:20:44","date_gmt":"2025-10-29T11:20:44","guid":{"rendered":"https:\/\/fojustice.fr\/web\/?p=39251"},"modified":"2025-10-29T12:20:44","modified_gmt":"2025-10-29T11:20:44","slug":"complementaire-sante-obligatoire-une-opacite-inacceptable-pour-les-nouveaux-eleves-a-lenap","status":"publish","type":"post","link":"https:\/\/fojustice.fr\/web\/complementaire-sante-obligatoire-une-opacite-inacceptable-pour-les-nouveaux-eleves-a-lenap\/","title":{"rendered":"Compl\u00e9mentaire sant\u00e9 obligatoire : Une opacit\u00e9 inacceptable pour les nouveaux \u00e9l\u00e8ves \u00e0 l&#8217;\u00c9NAP !"},"content":{"rendered":"<p class=\"p1\">Depuis la d\u00e9signation du groupement <span style=\"text-decoration: underline;\"><strong>INT\u00c9RIALE \/ AXA<\/strong> <\/span>pour g\u00e9rer la protection sociale compl\u00e9mentaire (PSC) du minist\u00e8re de la Justice, <strong><span class=\"s1\" style=\"color: #ff0000;\">FO<\/span><span class=\"s2\"> Justice <\/span><\/strong>n\u2019a cess\u00e9 de d\u00e9noncer les conditions douteuses et le manque total de transparence du processus de s\u00e9lection.<\/p>\n<p class=\"p1\">Aujourd\u2019hui, ce sont les nouveaux \u00e9l\u00e8ves surveillants de la 222\u00e8 promotion de l\u2019\u00c9cole nationale d\u2019administration p\u00e9nitentiaire (\u00c9NAP) qui en subissent directement les cons\u00e9quences.<\/p>\n<p class=\"p1\">Une proc\u00e9dure confuse et non expliqu\u00e9e.<\/p>\n<p class=\"p1\">Le 28 octobre 2025, l\u2019ensemble des \u00e9l\u00e8ves surveillants de la 222\u00e8 ont re\u00e7us un mail de la mutuelle INTERIALE \/ AXA sans aucune explication donn\u00e9e ni par l\u2019administration, ni par ladite mutuelle.<\/p>\n<p class=\"p1\">Il est important de rappeler que nombre d\u2019\u00e9l\u00e8ves issus notamment du Pacifique et n\u2019ont pas encore de droits ouverts \u00e0 la CPAM du Lot-et-Garonne, en raison des d\u00e9lais de traitement.<\/p>\n<p class=\"p2\" style=\"text-align: center;\"><span style=\"color: #ff0000;\"><strong>S\u2019ils souscrivent \u00e0 la mutuelle obligatoire INTERIALE sans \u00eatre affili\u00e9s \u00e0 la CPAM, ils vont donc payer une mutuelle inutilement.<\/strong><\/span><\/p>\n<p class=\"p1\">De plus, personne n\u2019a pris le temps d\u2019expliquer les subtilit\u00e9s de cette adh\u00e9sion : mutuelle de base + options possibles, diff\u00e9rences entre mutuelle obligatoire (pour l\u2019agent et non les ayants<\/p>\n<p class=\"p1\">droits) et pr\u00e9voyance facultative, etc.<\/p>\n<p class=\"p1\">Les \u00e9l\u00e8ves ne sont absolument pas accompagn\u00e9s dans cette d\u00e9marche ; ils sont livr\u00e9s \u00e0 eux-m\u00eames\u2026<\/p>\n<p class=\"p1\">INTERIALE doit \u00e9galement prendre ses responsabilit\u00e9s et refuser d\u2019affilier les \u00e9l\u00e8ves issus du Pacifique qui ne seraient r\u00e9gularis\u00e9 aupr\u00e8s de la CPAM.<\/p>\n<p class=\"p1\"><strong><span class=\"s1\" style=\"color: #ff0000;\">FO<\/span><span class=\"s2\"> Justice <\/span><\/strong>d\u00e9nonce un manque de clart\u00e9 et exige des explications simples \u00e0 destination des \u00e9l\u00e8ves qui int\u00e8grent l\u2019\u00c9NAP.<\/p>\n<p class=\"p1\"><strong><span class=\"s1\" style=\"color: #ff0000;\">FO<\/span><span class=\"s2\"> Justice <\/span><\/strong>refuse que les nouveaux coll\u00e8gues, encore en formation, soient les victimes d\u2019une r\u00e9forme impos\u00e9e dans la pr\u00e9cipitation et sans p\u00e9dagogie.<\/p>\n<p class=\"p1\"><span style=\"text-decoration: underline;\"><strong>Notre organisation exige de l\u2019\u00c9NAP :<\/strong><\/span><\/p>\n<p class=\"p1\">1. Une information claire, compl\u00e8te et accessible \u00e0 tous les \u00e9l\u00e8ves<\/p>\n<p class=\"p1\">2. La mise en place d\u2019un accompagnement administratif pour les agents sans droits ouverts \u00e0 la CPAM<\/p>\n<p class=\"p1\">3. Une communication officielle pr\u00e9cisant le caract\u00e8re obligatoire ou facultatif des diff\u00e9rents volets du dispositif (mutuelle, pr\u00e9voyance, ayants droit), aupr\u00e8s des nouveaux coll\u00e8gues \u00e9l\u00e8ves<\/p>\n<p class=\"p1\">4. Une suspension temporaire de l\u2019obligation d\u2019affiliation pour les \u00e9l\u00e8ves dont la situation sociale n\u2019est pas r\u00e9gularis\u00e9e<\/p>\n<p class=\"p1\"><strong><span class=\"s1\" style=\"color: #ff0000;\">FO<\/span><span class=\"s2\"> Justice <\/span><\/strong>rappelle son opposition ferme \u00e0 ce march\u00e9 opaque<\/p>\n<p class=\"p1\"><strong><span class=\"s1\" style=\"color: #ff0000;\">FO<\/span><span class=\"s2\"> Justice <\/span><\/strong>fut la seule organisation syndicale \u00e0 voter CONTRE le choix du nouveau prestataire, contrairement \u00e0 l\u2019UNSA, la CGT et la CFDT.<\/p>\n<p class=\"p1\"><span style=\"text-decoration: underline;\"><strong>Nous d\u00e9non\u00e7ons :<\/strong><\/span><\/p>\n<p class=\"p1\">1. Un manque total de transparence dans le processus de s\u00e9lection<\/p>\n<p class=\"p1\">2. Le choix d\u2019une des offres les plus ch\u00e8res du march\u00e9<\/p>\n<p class=\"p1\">3. Une augmentation importante des cotisations, notamment pour les ayants droit et les retrait\u00e9s<\/p>\n<p class=\"p1\">4.
