{"id":27192,"date":"2024-10-06T07:29:20","date_gmt":"2024-10-06T06:29:20","guid":{"rendered":"https:\/\/fojustice.fr\/web\/?p=27192"},"modified":"2024-10-06T07:29:20","modified_gmt":"2024-10-06T06:29:20","slug":"prison-de-joux-la-ville-csa-du-1er-octobre-simulation-de-dialogue-une-fois-encore","status":"publish","type":"post","link":"https:\/\/fojustice.fr\/web\/prison-de-joux-la-ville-csa-du-1er-octobre-simulation-de-dialogue-une-fois-encore\/","title":{"rendered":"Prison de Joux-la-Ville : CSA du 1er Octobre &#8211; Simulation de dialogue, une fois encore"},"content":{"rendered":"<p>Le 1er octobre s\u2019est tenu le CSA du CD de Joux la Ville. 3 points \u00e0 l\u2019ordre du jour auraient d\u00fb \u00eatre soumis au vote :<\/p>\n<ul>\n<li>l\u2019organigramme appliqu\u00e9<\/li>\n<li>le sch\u00e9ma d\u2019organisation<\/li>\n<li>l\u2019organisation du service.<\/li>\n<\/ul>\n<p>En caricaturant \u00e0 peine, la proposition de vote a \u00e9t\u00e9 formul\u00e9e environ 30 secondes apr\u00e8s l\u2019ouverture du CSA ; \u00ab Bonjour \u00e0 tous, tout le monde est pr\u00e9sent, oui, le quorum est atteint. Passons au vote. \u00bb.<\/p>\n<p>Les OS ont alors demand\u00e9 s\u2019il \u00e9tait possible de dissocier les diff\u00e9rents services et notamment afin de ne pas freiner la suppression du M\/N. Apr\u00e8s un refus cat\u00e9gorique du CE, celui-ci nous a demand\u00e9 de voter sur le sujet sp\u00e9cifique de l\u2019organigramme appliqu\u00e9.<\/p>\n<p>Quelques secondes plus tard, suite \u00e0 un vote unanimement contre, nous avons alors expliqu\u00e9 que l\u2019organigramme propos\u00e9 ne repr\u00e9sentait absolument pas les besoins de l\u2019\u00e9tablissement. Les ELSP pourtant bien r\u00e9els ne sont pas int\u00e9gr\u00e9s, seul 2 personnels \u00ab extraction \u00bb sont comptabilis\u00e9s, cela revient \u00e0 ignorer le protocole d\u2019accord qui a d\u00e9coul\u00e9 du drame d\u2019Incarville. La s\u00e9curit\u00e9 des personnels n\u2019est visiblement pas importante tant que les objectifs des taux de couverture sont atteints, quitte \u00e0 sous-dimensionner les organigrammes, les missions et donc les besoins r\u00e9els de l\u2019\u00e9tablissement.<\/p>\n<p>Quelques agents par ci par l\u00e0, cela peut sembler anecdotique mais en tant qu\u2019agent nous savons qu\u2019un personnel \u00e0 l\u2019ext\u00e9rieur, c\u2019est un agent d\u2019\u00e9tage \u00e0 remplacer.<\/p>\n<p>Ces \u00ab \u00e0 c\u00f4t\u00e9 \u00bb repr\u00e9sentent une masse d\u2019heures cons\u00e9quentes et la volont\u00e9 de dissimuler ces volumes d\u2019heures consid\u00e9rables en les ignorant est en r\u00e9alit\u00e9 une man\u0153uvre malhonn\u00eate permettant de faire miroiter des projections irr\u00e9alisables en l\u2019\u00e9tat.<\/p>\n<p style=\"text-align: center;\"><strong>Tant pis pour la vie des agents et leur s\u00e9curit\u00e9.<\/strong><\/p>\n<p>Les OS ont \u00e9voqu\u00e9 les difficult\u00e9s \u00e0 avoir un retour du terrain repr\u00e9sentatif suite au retard de l\u2019envoi des documents, rebelote !
