{"id":17478,"date":"2023-11-23T09:46:58","date_gmt":"2023-11-23T08:46:58","guid":{"rendered":"https:\/\/fojustice.fr\/web\/?p=17478"},"modified":"2023-11-23T09:46:58","modified_gmt":"2023-11-23T08:46:58","slug":"uisp-toulouse-madame-la-deputee-rencontre-une-delegation-force-ouvriere","status":"publish","type":"post","link":"https:\/\/fojustice.fr\/web\/uisp-toulouse-madame-la-deputee-rencontre-une-delegation-force-ouvriere\/","title":{"rendered":"UISP &#8211; Toulouse : Madame la D\u00e9put\u00e9e rencontre une d\u00e9l\u00e9gation Force Ouvri\u00e8re"},"content":{"rendered":"<div class=\"page\" title=\"Page 1\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p>A l\u2019initiative de <strong><span style=\"color: #ff2600;\">FO Justice MA FOIX<\/span><\/strong>, ce lundi 20 novembre 2023, une de\u0301le\u0301gation (compose\u0301e du secre\u0301taire local et de son adjointe, du secre\u0301taire ge\u0301ne\u0301rale de l\u2019UDFO 09, du secre\u0301taire re\u0301gional et de son adjoint pour <strong><span style=\"color: #ff2600;\">l\u2019UISP FO Justice<\/span><\/strong>) s\u2019est rendue a\u0300 la permanence de Madame Martine FROGER, de\u0301pute\u0301e en charge de la circonscription afin de de\u0301battre des sujets en lien avec la Pe\u0301nitentiaire sur le de\u0301partement ainsi que sur le ressort de l\u2019Occitanie.<\/p>\n<p>Madame la De\u0301pute\u0301e n\u2019e\u0301tant pas novice sur les grandes lignes qui touchent notre profession et les conditions de de\u0301tention, <strong><span style=\"color: #ff2600;\">Force Ouvrie\u0300re<\/span><\/strong> a trouve\u0301 une interlocutrice qui donnait le change. Les de\u0301bats e\u0301taient tre\u0300s enrichissants.<\/p>\n<p style=\"text-align: center;\"><strong>Les divers sujets e\u0301voque\u0301s sont les suivants:<\/strong><\/p>\n<p><strong>&#8211; Surpopulation carce\u0301rale \u2013<\/strong><\/p>\n<p>Pour <strong><span style=\"color: #ff2600;\">FO Justice de Foix<\/span><\/strong>, l\u2019e\u0301tablissement compte <strong>34 matelas au sol<\/strong>. Cette surpopulation accentue les difficulte\u0301s des conditions de travail des personnels et cre\u0301e des dysfonctionnements se\u0301curitaires. Les conditions d\u2019he\u0301bergements quant a\u0300 elles sont conflictuelles et amplifient les tensions entre de\u0301tenus. <strong><span style=\"color: #ff2600;\">L\u2019UISP FO Justice<\/span><\/strong> a informe\u0301 Madame la De\u0301pute\u0301e que le ressort de l\u2019Occitanie compte 560 matelas au sol et rappelle que la loi, c\u2019est l\u2019encellulement individuel. La France, dont les contribuables paient des pe\u0301nalite\u0301s du fait de ne pas respecter la re\u0300gle. Comme <strong><span style=\"color: #ff2600;\">FO Justice<\/span><\/strong> l\u2019a explique\u0301, il existe des places de libres dans certaines structures sur le ressort national. <strong><span style=\"color: #ff2600;\">FO Justice<\/span><\/strong> sugge\u0300re de mettre en place ce qu\u2019il appelle la pousse\u0301e des 100km pour les de\u0301tenus n\u2019ayant pas d\u2019attaches sur la re\u0301gion. De cette manie\u0300re, nous pourrions diminuer le nombre de matelas au sol et combler les places libres.<\/p>\n<p>Aujourd\u2019hui, il existe des mesures alternatives a\u0300 la l\u2019incarce\u0301ration mais, sont-elles re\u0301ellement mises en place par les magistrats ? Et quand bien me\u0302me, elles seraient a\u0300 e\u0302tre plus nombreuses dans un futur proche, c\u2019est la pe\u0301nitentiaire qui trouvera ses limites car notre Administration manque cruellement de personnels d\u2019insertion et de probation et de personnels de surveillance pour ge\u0301rer ces nouvelles mesures.<\/p>\n<p><strong>&#8211; Proble\u0300me en lien avec la sante\u0301 et les soins en ge\u0301ne\u0301ral &#8211;<\/strong><\/p>\n<p><strong><span style=\"color: #ff2600;\">FO Justice MA FOIX<\/span><\/strong> a informe\u0301 l\u2019e\u0301lue que le nombre de personnel soignant n\u2019a pas e\u0301volue\u0301 depuis plus de 10 ans ou\u0300 nous avions 65 de\u0301tenus incarce\u0301re\u0301s.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"page\" title=\"Page 2\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p>Aujourd\u2019hui, la structure est dote\u0301e d\u2019une infirmie\u0300re pour 140 de\u0301tenus.<strong><span style=\"color: #ff2600;\"> Le SG de l\u2019UDFO<\/span><\/strong>, bien placer pour en parler car agent de la branche sante\u0301 lui me\u0302me fait savoir qu\u2019il est possible de re\u0301e\u0301valuer la charge en soins applique\u0301e a\u0300 la Maison d\u2019Arre\u0302t. Le re\u0301sultat pourrait amener l\u2019ARS a\u0300 devoir renforcer l\u2019antenne me\u0301dicale pe\u0301nitentiaire. <strong><span style=\"color: #ff2600;\">L\u2019UISP FO Justice<\/span><\/strong> a signale\u0301 a\u0300 Madame la De\u0301pute\u0301e que la population pe\u0301nale est de plus en plus addict et beaucoup de de\u0301tenus sont atteints de troubles du comportement ou de pathologies qui rele\u0300vent plus de la psychiatrie que de la pe\u0301nitentiaire.<\/p>\n<p><strong>&#8211; Violence carce\u0301rale et violence envers les personnels &#8211;<\/strong><\/p>\n<p><strong><span style=\"color: #ff2600;\">FO Justice<\/span><\/strong> a alerte\u0301 l\u2019e\u0301lue de la monte\u0301e en puissance de la violence en de\u0301tention depuis les arrive\u0301es massives de migrants qui sont plonge\u0301s dans la brutalite\u0301, la fureur de\u0300s leur plus jeune a\u0302ge. D\u2019ailleurs, un phe\u0301nome\u0300ne est apparu depuis quelques anne\u0301es et qui ne cesse d\u2019augmenter, c\u2019est le nombre de Mineurs Non Accompagne\u0301s \u00ab MNA \u00bb.<\/p>\n<p><strong>&#8211; Revalorisation de la profession &#8211;<\/strong><\/p>\n<p><span style=\"color: #ff2600;\"><strong>FO Justice<\/strong> <\/span>a sensibilise\u0301 Madame FROGER sur le fait qu\u2019il faut impe\u0301rativement revaloriser la profession. <strong><span style=\"color: #ff2600;\">FO Justice<\/span><\/strong> a d\u2019ailleurs travaille\u0301 pour qu\u2019une Re\u0301forme Historique soit signe\u0301e. Elle ame\u0300nera une e\u0301volution Cate\u0301gorielle par un passage pour le CEA de C en B et de B en A pour le CDC. Le statutaire et l\u2019indemnitaire doivent e\u0302tre une des reconnaissances. Pour <strong><span style=\"color: #ff2600;\">FO Justice<\/span><\/strong>, il n\u2019est pas entendable que la parole d\u2019un agent d\u2019e\u0301tat soit e\u0301quivalente a\u0300 la parole d\u2019un de\u0301tenu. Il faut que les agents soient assermente\u0301s comme nos homologues de la Police. Pour que le me\u0301tier soit reconnu, il faut que les agents aient le sentiment que leur institution soit en soutien lorsqu\u2019un personnel est meurtri dans sa chair ou de fac\u0327on psychologique. <strong><span style=\"color: #ff2600;\">FO Justice de FOIX<\/span><\/strong>, communique les chiffres suivants: avant 2022, 6 Affaires de violences physiques et psychologiques sur agents ont e\u0301te\u0301 classe\u0301es \u00absans suite\u00bb.
