{"id":15170,"date":"2023-07-25T09:07:13","date_gmt":"2023-07-25T08:07:13","guid":{"rendered":"https:\/\/fojustice.fr\/web\/?p=15170"},"modified":"2023-07-25T09:25:22","modified_gmt":"2023-07-25T08:25:22","slug":"reforme-historique-des-personnels-de-surveillance-%e2%96%bacategorie-b-projet-valide-%e2%96%bacategorie-a-toujours-en-negociation","status":"publish","type":"post","link":"https:\/\/fojustice.fr\/web\/reforme-historique-des-personnels-de-surveillance-%e2%96%bacategorie-b-projet-valide-%e2%96%bacategorie-a-toujours-en-negociation\/","title":{"rendered":"R\u00e9forme historique des personnels de surveillance : \u25baCat\u00e9gorie B : Projet valid\u00e9 ! \u25baCat\u00e9gorie A : Toujours en n\u00e9gociation !"},"content":{"rendered":"<div class=\"page\" title=\"Page 1\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p style=\"text-align: justify;\">Le 21 fe\u0301vrier 2023 a\u0300 Agen, en pre\u0301sence du ministre de la Transformation et de la Fonction publique, le garde des Sceaux annonc\u0327ait une re\u0301forme historique en faveur des Personnels de Surveillance.<\/p>\n<p style=\"text-align: justify;\">Depuis, <b><span style=\"color: #ff2600;\">FO Justice<\/span><\/b> a travaille\u0301 sans rela\u0302che afin de voir aboutir cette concre\u0301tisation de l\u2019une de nos revendications majeures : le passage en cate\u0301gorie B et A pour les Personnels de Surveillance.<\/p>\n<p style=\"text-align: center;\"><b><span style=\"color: #ff2600;\">Nous vous annonc\u0327ons, non sans fierte\u0301, que le projet sera bien mis en \u0153uvre au 1er janvier 2024 !!!<\/span><\/b><\/p>\n<p style=\"text-align: justify;\">Aujourd\u2019hui, nous sommes arrive\u0301s au bout des ne\u0301gociations pour le corps d\u2019encadrement et d\u2019application, avec le passage de la cate\u0301gorie C en B.<\/p>\n<p style=\"text-align: justify;\">Concernant le corps de commandement et son passage de B en A, les ne\u0301gociations se poursuivent et devraient aboutir fin aou\u0302t ou de\u0301but septembre.<\/p>\n<p style=\"text-align: justify;\">Comme nous l\u2019avions indique\u0301 en 2022, la fusion des grades de Surveillant et Brigadier n\u2019e\u0301tait qu\u2019une premie\u0300re e\u0301tape vers la reconnaissance tant attendue par les Personnels.<\/p>\n<p style=\"text-align: justify;\"><b><span style=\"color: #ff2600;\">FO Justice<\/span><\/b> a donc continue\u0301 son travail pour l\u2019obtention des cate\u0301gories B et A, pendant que certains criaient au scandale et vous expliquaient, durant la campagne des e\u0301lections professionnelles, que nous ne l\u2019obtiendrions jamais&#8230;<\/p>\n<p style=\"text-align: center;\"><b><span style=\"color: #0433ff;\">\u00ab Les chiens aboient et la caravane passe \u00bb<\/span><\/b><\/p>\n<p style=\"text-align: justify;\"><b><span style=\"color: #ff2600;\">FO Justice<\/span><\/b> e\u0301tait parvenu a\u0300 de\u0301bloquer un budget de 35 millions d\u2019euros pour la fusion des grades, alors que le budget initialement pre\u0301vu s\u2019e\u0301levait a\u0300 2,4 millions d\u2019euros.<\/p>\n<p style=\"text-align: center;\"><b><span style=\"color: #0433ff;\">Aujourd\u2019hui c\u2019est un projet de pre\u0300s de 100 millions d\u2019euros qui vient s\u2019y ajouter.<\/span><\/b><\/p>\n<p style=\"text-align: center;\"><b><span style=\"color: #ff2600;\">135 millions d\u2019euros en 2 ans ! Voila\u0300 le travail de FO Justice !!!<\/span><\/b><\/p>\n<p style=\"text-align: justify;\"><b>C\u2019est un budget auquel il va falloir ajouter, a\u0300 compter de 2025, un cou\u0302t annuel de 50 millions d\u2019euros au titre de la masse salariale pour l\u2019application de cette re\u0301forme.<\/b><\/p>\n<p style=\"text-align: justify;\">Pour rappel, l\u2019Ufap-UNSA Justice, qui e\u0301tait majoritaire pendant pre\u0300s de 30 ans n&#8217;a connu qu&#8217;une seule refonte statutaire pour les Surveillants. Elle remonte a\u0300 2006 et se chiffrait a\u0300 25 millions d\u2019euros.<\/p>\n<p style=\"text-align: center;\"><b><span style=\"color: #ff2600;\">On peut donc affirmer que le travail de FO Justice est HISTORIQUE !!!<\/span><\/b><\/p>\n<p style=\"text-align: justify;\"><b><span style=\"color: #ff2600;\">FO Justice<\/span> a toujours revendique\u0301 le passage en cate\u0301gorie B pour le CEA et le passage en cate\u0301gorie A pour le CDC, le tout accompagne\u0301 d\u2019augmentations indemnitaires et statutaires significatives.<\/b><\/p>\n<p style=\"text-align: justify;\">Le plan de requalification du CDC de l\u2019Ufap-UNSA Justice avait comple\u0300tement mis a\u0300 mal les perspectives de carrie\u0300re de l\u2019ensemble de la profession, cre\u0301ant une de\u0301sorganisation hie\u0301rarchique de l\u2019administration pe\u0301nitentiaire. C\u2019est dans cet esprit que nous avons propose\u0301 au gouvernement un projet de re\u0301forme statutaire pour le CEA. Le projet ci-dessous a e\u0301te\u0301 arbitre\u0301 par le cabinet de la Premie\u0300re ministre, pour e\u0302tre de\u0301sormais acte\u0301 dans un \u00ab bleu \u00bb, qui le rend de\u0301finitif.<\/p>\n<p style=\"text-align: justify;\"><b>Pour le CDC, le projet de <span style=\"color: #ff2600;\">FO Justice<\/span> est de fusionner ce corps avec celui des CSP, en 3 grades. Sur ce dernier point, le travail sera mene\u0301 dans les prochaines semaines. Les derniers arbitrages seront rendus au mois d\u2019aou\u0302t 2023 pour une application e\u0301galement au 1er janvier 2024.<\/b><\/p>\n<p style=\"text-align: justify;\"><b>Voici donc le projet valide\u0301 pour le CEA :<\/b><\/p>\n<div class=\"page\" title=\"Page 2\">\n<div class=\"section\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<div class=\"page\" title=\"Page 2\">\n<div class=\"section\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p style=\"text-align: justify;\"><b><span style=\"color: #ff2600;\"><u>\u27a1\ufe0f VOLET INDEMNITAIRE : PARITE\u0301 POLICE OBTENUE !<\/u><\/span><\/b><\/p>\n<div class=\"page\" title=\"Page 2\">\n<div class=\"section\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p style=\"text-align: justify;\">En 2018, <b><span style=\"color: #ff2600;\">FO Justice<\/span><\/b> revendiquait une indemnite\u0301 mensuelle a\u0300 hauteur de celle de nos homologues du ministe\u0300re de l\u2019Inte\u0301rieur. C\u2019est dans cette optique que nous demandions une prime mensuelle de 300\u20ac. Alors que nos de\u0301tracteurs nous taxaient de de\u0301magogues, <b><span style=\"color: #ff2600;\">FO Justice<\/span><\/b> a finalement obtenu un doublement de l\u2019Indemnite\u0301 pour Charges Pe\u0301nitentiaires (ICP). Cette dernie\u0300re est actuellement verse\u0301e en de\u0301cembre en une seule fois. Elle sera de\u0301sormais payable mensuellement, de\u0300s le 1er janvier 2024, avec une monte\u0301e en charge sur 3 ans. Apre\u0300s avoir obtenu son passage de 1400\u20ac a\u0300 1869\u20ac en 2021, celle-ci sera porte\u0301e pour l\u2019ensemble de CEA a\u0300 :<\/p>\n<ul>\n<li style=\"text-align: justify;\"><b>Paye de de\u0301cembre 2023 : 1869\u20ac (bruts)<\/b><\/li>\n<li style=\"text-align: justify;\"><b>1er janvier 2024 : 2524\u20ac (bruts) par an soit 210.33\u20ac par mois<\/b><\/li>\n<li style=\"text-align: justify;\"><b>1er janvier 2025 : 3179\u20ac (bruts) par an soit 264.92\u20ac par mois<\/b><\/li>\n<li style=\"text-align: justify;\"><b>1er janvier 2026 : 3835\u20ac (bruts) par an soit 319.58\u20ac par mois<\/b><\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Toutes les autres primes, comme le comple\u0301ment forfaitaire de 300\u20ac payable en juin, la prime de surpopulation, la prime des formateurs et moniteurs de sport (etc.) sont maintenues.<\/p>\n<p style=\"text-align: justify;\">Les personnels d\u2019encadrement (1ers Surveillants), ainsi que tous ceux qui auraient une ICP supe\u0301rieure au montant de re\u0301fe\u0301rence de l\u2019anne\u0301e gardent leur ICP jusqu\u2019a\u0300 la prochaine augmentation.<\/p>\n<p style=\"text-align: justify;\">En plus de cette e\u0301volution majeure de l\u2019ICP, <b><span style=\"color: #ff2600;\">FO Justice<\/span><\/b> demande l\u2019instauration d\u2019une prime spe\u0301cifique pour les Personnels exerc\u0327ant des fonctions d\u2019encadrement (Brigadier-Chef et Major) tout en continuant a\u0300 revendiquer la revalorisation des indemnite\u0301s de Nuits et de \u00ab Dimanche\/Jours Fe\u0301rie\u0301s \u00bb. Car oui, malgre\u0301 cette avance\u0301e majeure, les revendications indemnitaires de <b><span style=\"color: #ff2600;\">FO Justice<\/span><\/b> ne s\u2019arre\u0302tent pas la\u0300.<\/p>\n<p style=\"text-align: justify;\"><b><span style=\"color: #ff2600;\"><u>\u27a1\ufe0f VOLET STATUTAIRE : DES PERSPECTIVES NOUVELLES !<\/u><\/span><\/b><\/p>\n<div class=\"page\" title=\"Page 2\">\n<div class=\"section\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p style=\"text-align: justify;\"><b>Aujourd\u2019hui, la grille du CEA se de\u0301cline en 3 grades :<\/b><\/p>\n<\/div>\n<\/div>\n<div class=\"layoutArea\">\n<div class=\"column\">\n<ul>\n<li>\n<p style=\"text-align: justify;\">Surveillant\/Brigadier \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 26500 agents soit 92.5% du corps<\/p>\n<\/li>\n<li>\n<p style=\"text-align: justify;\">1er Surveillant \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a02040 agents soit 7.1% du corps<\/p>\n<\/li>\n<li>\n<p style=\"text-align: justify;\">Major Pe\u0301nitentiaire \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 110 agents soit 0.4% du corps<\/p>\n<\/li>\n<\/ul>\n<\/div>\n<div class=\"column\">\n<p style=\"text-align: justify;\"><b>Dans le cadre de la re\u0301forme statutaire, le corps sera e\u0301galement compose\u0301 de 3 grades, avec des missions diffe\u0301rentes :<\/b><\/p>\n<\/div>\n<\/div>\n<div class=\"layoutArea\">\n<div class=\"column\">\n<ul>\n<li>\n<p style=\"text-align: justify;\">Surveillant\/Brigadier \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 18000 agents soit <b>60% du corps<\/b><\/p>\n<\/li>\n<li>\n<p style=\"text-align: justify;\">Brigadier-Chef Pe\u0301nitentiaire \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a07500 agents soit <b>25% du corps<\/b><\/p>\n<\/li>\n<li>\n<p style=\"text-align: justify;\">Major Pe\u0301nitentiaire \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 4500 agents soit <b>15% du corps<\/b><\/p>\n<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p style=\"text-align: justify;\">Les grades de Brigadier-Chef et Major seront compose\u0301s de personnels exerc\u0327ant pour certains des fonctions d\u2019encadrement (filie\u0300re dite encadrement) et pour d\u2019autres des fonctions classiques d\u2019application (filie\u0300re dite professionnelle). Chaque agent aura ainsi la possibilite\u0301 de choisir le parcours qu\u2019il souhaite, tout en ayant le choix de pouvoir e\u0301voluer dans les grades et les responsabilite\u0301s. C\u2019est ainsi que <b><span style=\"color: #ff2600;\">FO Justice<\/span><\/b> est parvenu a\u0300 obtenir cette augmentation conse\u0301quente du nombre d\u2019agents dans chacun des 2 grades supe\u0301rieurs.<\/p>\n<p style=\"text-align: justify;\"><b>La re\u0301forme que nous avons travaille\u0301e avec la DAP, le ministe\u0300re ainsi que Matignon, permettra a\u0300 plus de la moitie\u0301 des agents du CEA d&#8217;acce\u0301der au grade supe\u0301rieur sur un plan de 5 ans.<\/b><\/p>\n<p style=\"text-align: justify;\">Cette re\u0301forme permettra a\u0300 pre\u0300s de 7500 agents d\u2019atteindre le grade de Brigadier-Chef et 4500 agents le grade de Major. C\u2019est ainsi la possibilite\u0301, pour plus de 12000 agents, d\u2019avoir une promotion dans les 5 prochaines anne\u0301es.<\/p>\n<p style=\"text-align: justify;\"><b><span style=\"color: #ff2600;\">CELA AUSSI, C\u2019EST HISTORIQUE !<\/span><\/b><\/p>\n<p style=\"text-align: justify;\">Actuellement, les grades de 1er Surveillant et Major repre\u0301sentent seulement 7,5% du CEA. Avec cette re\u0301forme, les Brigadiers Chefs et Majors repre\u0301senteront 40% de ce me\u0302me corps.<\/p>\n<p style=\"text-align: justify;\"><b><span style=\"color: #ff2600;\">ENCORE UNE FOIS, C\u2019EST HISTORIQUE !<\/span><\/b><\/p>\n<p style=\"text-align: justify;\"><u>Un plan de promotion est pre\u0301vu, et d\u2019importants volumes seront mis en \u0153uvre et impliqueront des taux de promotion de l\u2019ordre de 10% a\u0300 15%. En effet, la DAP envisage de prononcer 1500 promotions au grade de Brigadier-Chef en 2024, et 2100 promotions les anne\u0301es suivantes, jusqu\u2019en 2028.<\/u><\/p>\n<div class=\"page\" title=\"Page 3\">\n<div class=\"section\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p style=\"text-align: justify;\"><b><span style=\"color: #ff2600;\">Nous avons \u00e9galement obtenu la mise en \u0153uvre d\u2019une promotion pour l\u2019ensemble des 1ers Surveillants actuels dans un Tableau d\u2019Avancement durant une p\u00e9riode de trois ans (2024, 2025 et 2026).<\/span><\/b> Ainsi une 1\u00e8re vague des 1ers Surveillants sera promue au grade de Major en 2024 puis deux autres au 1er janvier 2025 et au 1er janvier 2026. Seraient ainsi e\u0301ligibles de manie\u0300re transitoire :<\/p>\n<p style=\"text-align: justify;\">\u2022 Les Brigadiers-Chefs \u00ab Filie\u0300re encadrement \u00bb qui comptent 1 an dans le grade pourront se pre\u0301senter au Grade de Major, et ce jusqu\u2019au 31\/12\/2026<\/p>\n<p style=\"text-align: justify;\">\u2022 Les Brigadiers-Chefs \u00ab Filie\u0300re Professionnelle \u00bb qui comptent 2 ans dans le grade pourront se pre\u0301senter au Grade de Major, et ce jusqu\u2019au 31\/12\/2028<\/p>\n<div class=\"page\" title=\"Page 3\">\n<div class=\"section\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p style=\"text-align: justify;\"><b><span style=\"color: #ff2600;\"><u>\u27a1\ufe0f GRILLE INDICIAIRE DU CEA : DES AUGMENTATIONS SIGNIFICATIVES !<\/u><\/span><\/b><\/p>\n<div class=\"page\" title=\"Page 3\">\n<div class=\"section\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p style=\"text-align: justify;\">Ce projet permettra aux Surveillants et Brigadiers qui souhaitent faire carrie\u0300re dans le Corps d\u2019Encadrement et d\u2019Application de terminer a\u0300 l\u2019indice sommital 595, la\u0300 ou\u0300 il y a 3 ans ils plafonnaient a\u0300 473 en tant que Surveillant, et 483 en tant que Brigadier.<\/p>\n<p style=\"text-align: justify;\">Il en est de me\u0302me pour les 1ers Surveillants qui e\u0301taient bloque\u0301s a\u0300 l\u2019indice 517 sans perspective d\u2019e\u0301volution, tant le nombre de promotions au grade de Major e\u0301tait ridicule. Chacun conservera donc son e\u0301chelon actuel.L\u2019anciennete\u0301 acquise sera calcule\u0301e en fonction de la dure\u0301e du nouvel e\u0301chelon.<\/b><\/p>\n<p style=\"text-align: justify;\"><b>Il n\u2019y aura donc ni \u00ab perte d\u2019e\u0301chelon \u00bb, ni perte d\u2019anciennete\u0301 acquise dans ce me\u0302me e\u0301chelon. Ainsi, TOUS les Personnels du grade de Surveillant et Brigadier passeront a\u0300 l\u2019e\u0301chelon supe\u0301rieur a\u0300 la date pre\u0301vue actuellement !<\/b><\/p>\n<p style=\"text-align: justify;\"><b>Pour les surveillants au 10e\u0300me et 11e\u0300me e\u0301chelon, une bonification de 6 mois d\u2019anciennete\u0301 sera accorde\u0301e.
